Neither is an official fidonet list.
What is carred on BACKBONE would relate to the NAB, which is a triangle of Z1 nodes who carry just about every echo available to the general Z1 public, including official and sysop echos.
OTOH, although ECHOLIST is hosted by a zone 1 sysop, it contains lists and information about echos in multiple zones. It is also not an official echo. It is used by the moderators who wish to publisize their echos there.
