As far as my proposed nursery of the Gulf of Bothnia is concerned I'd say it could set an important precedence. Yes, Finland and Sweden may be small players on a global scale, but our Gulf of Bothnia sure as hell is not insignificant being one of the largest clean freshwater reservoirs in the world. Once the oil runs out, fresh water will probably be the most valuable resource in the world.
