Oh dear, you really do miss the point. Boris isn't wasting any breath over this. He is quite ready to leave without a deal and is making preparations for just that. There's no bluff involved because he doesn't expect any movement from the EU. But if the EU wants to come back and talk then, yes, he is ready to talk. And if Theresa May couldn't get the present deal accepted here then Boris won't be able to do so either. So we're getting on with it (whether everyone likes it or not!) by ensuring that businesses are geared up for a no-deal Brexit. The big companies already have their strategies in place. The small companies are in need of some help and that is just what Boris and the government are giving them.

Please understand that I am not on Boris' side. I'm just trying to explain what he's doing.
