Interesting point, but it assumes that everything that we do in the UK is logical which, I'm sure you are aware, it is not!
The Queen is obliged to accept what she is told by a Prime Minister as being the truth. If she accepts what she is told and it is false then she has been misled. But she has to accept it because, by disagreeing, she would be entering into a political decision which she is not allowed to do. It's simply a courtesy to make requests to the head of state. I wonder if heads of state in other countries have the same protocol.
