Yes, Canada is a member of the Commonwealth and the Queen is their head of state. Although Meghan is American, she has spent several years in Canada when filming her TV series and has a lot of contacts and friends there. Harry also has links there through his charitable work. In fact, that's how he and Meghan met.
The real reason that she is so unhappy in the UK is that she has been the target of the tabloid press who continually publish unfavourable and distinctly unkind and vicious articles about her. Apparently the Canadian media, or the public, don't relish such things like the UK and the US.
The Queen is represented in Canada, as in other Commonwealth countries, by a governor-general. Some commentator, though not an official or a member of the royal family, has suggested that Harry might be appointed governor-general which would enable him to carry out royal duties at a distance. The governor-general is usually chosen from the nobility, if not royalty.
