DNA in Finland offers IPv6 AND public IPv4. I have also heard that now also Elisa offers such a combination, but for an extra 2EUR per month.

I tested the binkp server in Aftershock once. It worked.
But I prefer HotDogEd. It is free and can do nntp. AfterShock is a commercial product.
