Credit cards work without the PIN code just as they did for decades. I guess the issuing companies (VISA, MASTER etc.) simply pay the bill for misusage from their pocket (well, they take it back from their customers via fees, I guess, although at least I don't pay any fees for it). It's probably cheaper for them that way than rolling out decent security. When my credit card was stolen a few years ago it took the thieve less than 30min to spend a couple of hundreds of Euros without knowing the PIN code. At that time I hadn't even recognised it was stolen. However, the credit card company simply refunded the money a few days later without any hassle.
