The thing happened 4 years ago, I think. The card was pretty much standard, and I think it already featured a chip. This is not a matter of the card's capabilities, but of the payment method accepted by the vendor. The thieve bought train tickets with my stolen card, the vending machines Deutsche Bahn was operating back then didn't ask for PIN codes. I think they started changing the machines to ask for PIN codes about 3 years ago, but I don't know how far they got with that until today.
Anyway, you can still use a credit card "old style" here with your signature. And buying over InterNet works with the security number printed on the card.
