Inwards in Germany (at least for the majority of windows I know). The most common type here (by far) are tilt-and-turn windows. This stuff appears to be highly country-dependent: https://en.wikipedia.org/wiki/Window

The only advantage I can think of for an outward opening window is that you don't have to take that much care when opening a rainy-wet window... and maybe you are able to save a bit of space on the inside. OTOH, I'd think that with outward opening windows cleaning becomes more difficult (as you already said), and damages in windy weather conditions become more likely.
