Actually it's quite reasonable to block some well known ports by default for security reasons. Of course the ISP should tell the customer about that and offer to remove the filters. I don't know if you are aware about the security issues of SOHO routers in the last 2 or 3 years. A nightmare! And there are things like unintended open MTAs or DNS resolvers caused by bad configuration. It's better to have the 0.01% pundits call the support asking about filters than dealing with RBLs and other trouble.
