do you have no default netmail routing configured ? so all netmails to Region 24 should work via Ward - I strongly assume you have a direct link with Ward =;) so netmail to Region 24 will find its way either way =;)
I have a couple of direct links to several other Zone 2 regions (regarding the Z2PNT pointlist distribution), so also a netmail routing agreement is established with these links
