Making it available, is just that. When it's available it's a "success", regardless of any or non takers. ;)
Just like in regular government, tranparancy and freedom of information is a good thing. You don't have to use it, but when you want it, it's already there, you don't have to ask for it...

Just put them in a directory on your ftp, that is automatically updated. Either inside a zip file, or as is in uncompressed form.
