Could be, I don't know how the actual financing works. All I know they go directly to the finals, which is only a privilege for the big 5 or 6 payers, and the last winning country.

Besides the quality of the performances, I think it's great that after a few centuries of warfare in Europe, and still some big differences, these countries can come together for a friendly competition, and (mostly) don't hold grudges against each other. (Germany giving France douze points! ;))
