As far I know Binkd scans for outgoing mail every mimit. When a FLO or CLO file is found or a file in an outgoing mailbox directory, a call is made. Unless there is a .HLD file for that node.
I am not aware that some parameter in the control file causes Binkd to make a poll every hour.
If Binkd makes regular call at the interval given in "hold ..." and calls are successful, there is probably a file in the outgoing directory, that binkd is not allowed to remove due to wrong permissions.
