Presumably it would work. But you will not get an IPv6 address or public IPv4 address if you use that SIM card here.

For you. But for those making the call it was expensive. Calling to mobile phones was very expensive here.

Now that you mention it, I had a "data cable" for my Siemans M35. I could make outgoing data calls at 14K4. I never got incoming to work, although I had a separate number for data calls. And also a separate number for fax calls that I never used either.
This was before the EU set limits on roaming cost. Calling home from abroad was hineously expensive...
