Indeed, none of the 27 wants a no-deal Brexit. In that they are all equal. But like the animals in Aminal Farm, some are more equal than others. Also, none or at least not all of the of the 27, wants to drag this out for ever. And unlike Brittish Parliament they can choose bewteen two evils.
One or more of the 27 may consider a no deal the lesser evil.
