I am fully aware of that. The point is that these errors could and therefore should have been detected and corrected /before/ they reach the next higher level.

Correct but irrelevant in this context. If the lower level nodelist clerckes were competent and doing their jobs these errors would never have made it into the "Z2 level of nodelist generation". (@TM Wilfred van Velzen)
