That is probably true. In the EU, English is probably the language that most people have as a second language.
Not so for the rest of the world. One of Rosa's nephews was stationed in Japan for a year. His experience is that very few people in Japan have command of English beyond "Hello" and "good morning". It is hard to do bussines there without profesional translators.
