That is indeed how it works.

The world is not perfect and the same goes for Fidonet. For starters: In many regions the nodelist is not accurate and up to date. Some systems advertise PING capability while they no longer support it. Some systems that are listed with a PING flag have been down for a long time and no longer exist.
Try my system. It exists, it is on line and has working ping functionality.
If you still get no reply, there is something wrong with the routing. Something that needs to be investigated.
