Does it really? It may originally be meant to mark the end of the text written by the user (!= end of message), but it seems it has evolved. At some point in the history of Fidonet it was used as a place for program information. (limited to 40 chars by ECHOPOL1)
But now it seems to be just another tagline to some. Your own tearline is an example.
The tearline is just an addendum to the txt. It /does/ nothing in the sense that reader software actually stops processing and displaying the content.

The original quoted message does not end at the tearline either. The message ends at the traling NULL.
