I think you missed the point ... depending on where you reside there are different access-rights granted and/or refused. One cannot be a Z2-based person for one echo and a Z1-based person for another in order to participate.
To me it seems you see things who aren't there, mainly as a result of having been subjected to state-run propaganda for too long ...
