Pls go share that opinion in the Z1C-echo.
 
But as an answer, or added comment from me, it all does not really consume processing power, processing time, disc load, communication cost in such a way that it is even worth discussing it.
 
Frequent segments, very frequent even, are a very good tool for evaluating the lower level.
 
Looking at the today's Z2DAILY I see for example that Tommi's entry's freshness date is 128 while today it is 132 and I'm certain he has offered that to his RC. His RCs unwillingness, although I believe it is inability, to compile that Host-segment into the R20 region-segment tells me there's an automation problem.
 
The same way an RC can detect issues at the Host-level.
 
At least one daily-segment is just fine.
 
If you want to learn about *C-incompetence, talk to Z1C Nick Andre. He has horror stories to tell in such a way he's now calling Stephen King for the latter's next book dealing with zombies.
