I see nothing move anymore in R48 Poland. Last update in the nodelist segment dates from 2018, 5 years ago.
It is possible for me to deliver mail and files at 2:48/0 but nothing comes back and sometimes there are errors pointing at perhaps exhausted space for the nodelist or bad TIC-processing.
Your status has been put to "Down" in preparation of dissolving the region eventually, hence this netmail in a last effort to see if there are still any live stragglers around that want to be rescued and continue on as a node.
