Cyprus (and Malta) sold a lot of "Golden passports" to Russian oligarchs which allowed them to do whatever quick business in Europe without flashing a Russian passport though everybody knew they were Russian ... Keeping up appearances ...
Immediately after the annexation of the Crimea, Nikos Anastasiades (president of Cyprus), went to Moscow to sign an agreement that gave Russian military ships access to Cypriot ports. He handed out thousands of passports, at 2 million euros each, half of which to Russians.
Finland experienced the unpleasant consequences of this in an absurd way. It came to light that an oligarch could have bought a strategic island because he possessed European papers, against the wishes of the Finnish Ministry of Defense, which opened an investigation. In the meantime, the 'golden' papers have been put in the freezer.
But Cyprus seems to have become an important "pied à terre" for Russia. Which could also explain flights ...
