The risk, to my knowledge, would be the unexploded live ordnance on board the wreck.
It's a little bit like HMS Royal Oak in Scapa Flow and the German Bluecher in Oslo Fjord. They have been declared a war grave but there's also still massive amounts of oil in the fuel bunckers ... so a dive could also cause a spill.
Why do you think the wreck of Graf Spee was never raised off the coast of Montevideo? Unexploded ordnance ...
