That is "20% of the people shopping there" are from US origin ... families ... housewives ... civilian contractors ... teachers in the schools... making a significant contribution to the local economy.
If your perception is there were 20% of shoppers in US military uniform goose-stepping around the market place, then that perception is as flawed as your sense of humour ...
Maybe there is someone working in an international environment with colleagues from all over the world including (but not limited to) folks from China, Taiwan, Japan and Nepal who could confirm this.
