I concur, but let's keep our focus here on who is the ZC. I want it to remain as simple as possible and not inconvenience RCs to do things they are not proficient in. Let's not forget the RC who sent-in his segment as an email-attachment, or another one who sent it as an attached-file with a non-standard name in Messenger. A lot of people are not the technical wizzards they claim to be.

There is no rule for that. RCs may process and deliver at any time as far as I'm concerned. They are even encouraged to do so. Even multiple times on a day.

There is no real "cut off time" here. Production of both Z2DAILY.xxx and NODELIST.xxx is preceded by a sweep of the inbound to pickup any late deliveries ... some people may have last-minute stuff they forgot ... "OMG I still need to ..." and then it's also included.
Z2DAILY is run at 00:10.00 daily. A REGIONxx.file delivered here at 00:09:59 my time will be included ...
NODELIST is run at 00:15:00 on Friday. REGIONxx-files delivered at 00:14:59 my time will be included.

That is not a requirement.
Plus my system handles ARC, ZIP, ARJ, LHA, PAK, ZOO, RAR in case of whatever. As ZC I do not want to be limited if some wise guy decides to send funny archives ... this is not an invitation to start doing so.
Note to Kees: you make it sound so difficult while in fact it is so easy.
