He has not made that firm statement, it's an explaining of his words without any agreement (or rejection) by any of the member states. As such, it is a private remark, not Europe speaking as one block.
Juncker is just tired, and tired of it.
My opinion?
It is the crumbling of Great Britain. Depending on the outcome of the Brexit the Scottish referendum may well pass? Unlikely you say? Well, a country leaving the Union was also unlikely, but there you have it.
