The last "formal" dispute I had to deal with was related to Helmut Hullen and we all know how that ended...
He never appealed higher up but took his case to court where he lost eventually paying an enormous sum for something ridiculous. The Z2 sysops, with a majority from R24, chipped-in to share amongst them my legal fees and when Helmut refunded those too, that sum was donated to "Doctors Without Borders".
This was like ... how long ago? 10-11-12 years?
In the meantime "nothing". People either got wiser or left Fidonet.
As for the relationship between ZCs ... do not misunderstand that. When X started callig Janis "The Ice Queen" I thought that was funny in relation to Hans-Christian Andersen's tales but Janis was not pleased so I didn't use it and encouraged others not to use it either. We can have differences of opinion, sometimes even quite outspoken, that doesn't prohibit us from cooperating and find common ground. I have met her ... once ... and I think she is a fine person. It's just that I think all of us sometimes are separated by thЕt which in fact is intended to unite us.
I don't think anyone has any cause for complaint about the ZC3 and as for ZC4 ... he is a nice man, really a nice man, but near impossible to get through to. He's got an interesting presence on Facebook (look for "momia-bbs" or something) and collects the real old VGA-games. Z4 does not exist anymore, but I stopped worrying about it. A segment arrives every week like clockwork with never a change in nodes, there's not a single message for a year in the Z4 sysop-echo; the situation is clear but "be happy, don't worry". 8-)
So at present the ZCs work together as good as can be expected and intra Z2 there hasn't been a complaint on formal grounds for over a decade.
An IC? Not anymore ... certainly not if that person has no empowerment.
