Exactly, especially in a multi-language multi-cultural environment.
For example ... there is a region that sends me their updates in Facebook-attach messages. I could reject it and say "Use Fido-topology".
There is a region where individual nets send me segments which I manually include in that region's segment as they are unable to get an RC. I could reject that too.
Heck, I could even kick both regions from the nodelist and be perfectly OK as per P4. Some in Z2 would even pressure me to do so and I dread what will happen when I resign.
