I am not expert in health care nor in law areas.
Usualy in my area we have plan (project, whatever). We define milestones - and of course we have to sometimes modify scope and plan. We have processes and rules.
In .cz what I see so far (regarding covid), is combination of lucky and unlucky decissions with no (shared) longterm plan.
(but maybe I am reading wrong news)
Beside that, no expert needed to understand that EU is useless in topic of crossborder cooperation. I know personaly 2 guys who can not visit their families due to closed borders, because by luck they have houses on both sides. And both countries have different countermeasures.
