Donations? I mean I do not understand.
EU donations story in my country is like: on the beginning of EU membership, we participated with some amount and higher amount we got back as "donations". Typically here, 25% od donations were stolen and 25% ineffeciently spent. That time ended and now we are participating more than donations are representing. (but keeping that 50% effectivity).
