Yes, I think so. At first, many "ordinary resitents" now are in local defence. We have a problem with fuel now. Most of fuel stations are closed. Many people stay on the round with their car without fuel, for night, with children, on winter. And any weapon makes our victory closer, and that way it helps civils.
