Actually, it wasn't true even in poor countries behind fallen iron curtain. It was possible to have email access from home to the West several years before the first Fidonet node was installed and configured in USSR.
Anyone with enough financial resources was able to share UUCP email access for his friends. But they rarely did it.
But in Fidonet it was widespread because it was some kind of early social network, where sharing resources was a good thing. With getting some "karma points" for your social status.
This is why it's fun for me to remember those early days in 2021 ;)
