You mean that he should be banned from signing laws about internet because he never used it? :) He never had smartphone, never used internet, cannot use computer, how is this possible in 21 century?!
So yes, gynecologist would be much better as president. Russia has the most weird laws about telecommuniations in the world - we have to keep all transit traffic for several months, although most of the traffic now is encrypted and it's just a digital trash. But our president was stupid enough to sign this law and now Russia is probably one of the largest customers of Western Digital - we need lot of their hard drives to fill them with traffic.
