Not so long time ago, just only 18 years :), I took payments from credit cards by "taking a slip" -- i.e, making imprinter copy of credit card on a sheet of special paper had given us by our bank and taking signature of card holder on such a sheet.
Attn: COMPLETELY OFFLINE. :-P No network of any kind, including PSTN, required. :)
Moreover, it was possible to allow to third party to make payments from your credit card on timely basis or at your will without slips, signatures and card -- 18 years ago our (in)famous Mobile Telesystems has processed credit cards that way.
Obviously, "electronic" cards you're unable to take imprinter copy from were out of service, you see.
