The NC and host are two different (although related) jobs. The person who is going for NC position must (as in FTA-1006) be trusted by most sysops of the network for dispute resolution. The host operator must (again, as in FTA-1006) be technically competent to arrange the smooth mail distribution. And some nets already use this scheme: the host is being run by one of hub operators, while the NC maintains the nodelist segment and does all other "political" work.
Also, there are networks where I had personally assisted the new NC to set up the host on a cheap (1 EUR/month) VPS :-)
