Correct. EX: Depending in implementation it would 'ping' one IP then deliver to a totally differnt IP. Possible 'PING FLOOD attack' but this time in reverse. Ping 1000 IP's and 'deliver' results to an innocent site... Magnify to make it 10,000.
I'd have to see any advantage in a reply-to being other than site sending to see what might be going on.
