You forget that the RCs do NOT have to consult with their nets. That some of us do this is a bonus, even though some of us do not get any answers or direction from the region. So, unless he has consulted his region, and reecived a vote tally, he his voting his conscience. OTOH, perhaps he IS voting what his region told him.
