Challanges are to be submitted by NetMail to 1:132/174 in the time frame given in the rules. What you quoted was EchoMail in this area.

Those two "votes" were discussed in this area so that everyone who cares already knows what happened. I contacted both of those voters by NetMail and neither one had complaints about what was done.
