What is "the ABNF notation of the format that messages SHOULD use?" I see that ABNF notation is mentioned here:

..and is defined like so:

zeroToSixty = [ "0" ] oneToNine /
( "1" / "2" / "3" / "4" / "5" ) DIGIT /
"60"

This is also mentioned in the bibliography later on in the document, albeit maybe not the same link I posted above. That seems to include 60 and has a couple RFC's to back it up.

I'm no programmer, but maybe that's exactly what it's defined for, in the very rare case that it would need to be used?
