I didn't write it. However there are RFCs (I looked them up when Wilfred asked the original question) and plenty of resources out there about the subject at hand that seem to reference all of this the same way. If you find anything negating that, please enlighten us.
Maybe 60 is used for reference to 0, and 24 is used for reference back to 0 as well. Seems like a lot of guessing going on, rather than reading up on the subject that was referenced in the bibliography. I don't mind either way, but besides guessing and going with what your opinion is, let's find some real documented reasons to falsify it, please.
