   Now, three weeks after the voting started, I cannot but wondering how some RCs can vote only a few days after the voting started.

   The reason only RCs can vote, is of course because if every nodelisted sysop was allowed to vote, it would be impossible to handle still today (and imagine when we had more than 30k sysops). So obviously the RCs are expected to count all the votes from all the sysops in their region, and then vote accordingly.

   But during at least the last two decades there's been a lot of RCs that vote on their own, without bothering to consult their "constituency". You know what, that smells like dictatorship to me...

   Just saying. The vote from R20 will be placed tomorrow. One day short just to make sure it'll be received properly.
