One of the reasons for having standards is to ensure that software behaves in a predictable and reliable way. We should not have this discussion at all.
While Fidonet is divided into zones, it is technically one network and so the same technical standards must apply network wide. To ensure the smooth operation of the network, nodelist clerks must follow the FTSC standards. Period. No discussion. No "Zx does it different" nonsense.
If the *C is also an FTSC member, ignorance is no excuse. FTSC members should know the standards. If (s)he is a candidate for the chair....
