So you say, but that is just YOUR opinion.
Documenting current practise and calling it a standard is fine as long as current practise is unambiguous and consistent.
Unfortunately there is not one single current practice. There are softwares around that do things in conflicting ways. Documenting all of it as a standard is unworkable. Making standards is making choices between incompatible alternatives.
Demanding that the FTSC documents all current parctises as standards is asking for a mission impossible.
