If you'd ask me, I'd say I know at least one conference (here in R50) with members and guests, where guest status is: * given, if someone of members invites that guest; * revoked, if three or more members vote for that; * recovered, if ten or more members vote for that.
Anyway, in a members-only conference the final decision is up to members.
