A while ago I was looking at use cases for Vlan's. There was one article, about the fibre connections in Sweden. The distribution over the endpoint's was a network by itself, and the customers were channeled over Vlans all the way to the Radius server of their Provider of choise.
I remeber to little to give a sound technical explanation.
With some googleing you must be able to find the story.
