Interesting. It is one of the scenarios that I predicted in one of my Fidonews articles about a year ago. It was to be expected that now that RIPE has run out of IPv4 addresses, that there would be an additional fee for a public IPv4 address. I did not expect it so soon though. OTOH it was over a year ago that RIPE depleted, so maybe it is not so soon after all.

Although that will be the effect, I don't think this was meant to promote IPV6, it is just a way to deal with IPV4 depletion. IPv4 addresses become a scrace resource. So the price goes up. Supply and demand...
