That depends. If you have a CGNNAT IPv4 you can only make outgoing connections. (you are NOT reachable by others!!) If you have IPv6 only you have NO connection to any IPv4 only node.

IPv4 HAS run out!!! New ISPs only receive an emergency IPv4 allocation. (/22 I think).
