Yeah ... that was the press release I had in mind. What I did not remember is that the /22 will be fragmented, and that they do not have enough IPs to allocate /22 equvivalents to all that requested it.
But to be honest having 1k or 256 IPv4 is not a huge difference. Both are extremely few ;)
